20 measures to further stabilize employment and promote development to benefit people’s livelihood in Yunnan Province
In order to implement the spirit of the Notice of the General Office of the State Council on Optimizing, Adjusting and Stabilizing Employment Policies and Measures to Fully Promote the Development of People’s Livelihood (Guo Ban Fa [2023] No.11), thoroughly implement the employment priority strategy, take various measures to stabilize and expand jobs, and fully promote the development of people’s livelihood, the following measures are formulated:
First, stimulate market vitality and expand employment capacity
(a) to encourage business entities to develop jobs to absorb employment. Business entities and social organizations (including social organizations, foundations, social service agencies, law firms, accounting firms, etc.) that have absorbed registered unemployed people in our province for more than half a year (except labor dispatch and labor outsourcing personnel), signed labor contracts with a term of more than one year, and have been stably employed for more than six months (inclusive) will be given a one-time employment subsidy according to the standard of 1000 yuan for each person recruited. In the whole province, the employment and entrepreneurship platforms, parks and bases that stimulate market vitality and promote employment ability will be given a certain tilt in the process of identifying policy awards.(The Provincial Department of Human Resources and Social Security and the Provincial Department of Finance are responsible for the division of responsibilities)
(2) Cultivate entrepreneurs to drive more employment. Support college graduates, retired military personnel, migrant workers and other groups to start entrepreneurial projects with less investment and less risk, and engage in creative economy, personalized customized cultural formats and rural e-commerce and other special operations. Implement the project of improving college students’ innovation and entrepreneurship ability to promote the transformation of creative design achievements of young college graduates; Support college graduates, retired military personnel, migrant workers and other groups to return to their hometowns to start businesses, provide convenient and preferential public services for returning entrepreneurs, implement practical training, funds, venues, employment, marketing and other support policies needed for returning to their hometowns to start businesses, cultivate a group of talents and enterprises that start businesses in rural e-commerce fields, and improve the employment conversion rate.(The Provincial Department of Human Resources and Social Security, the Provincial Development and Reform Commission, the Provincial Department of Finance, the Provincial Department of Commerce, the Provincial Department of Agriculture and Rural Affairs, the Provincial Market Supervision Bureau, and the Kunming Central Branch of the People’s Bank of China are responsible for the division of responsibilities)
(3) Increase policy support for ports and border areas. Relying on the construction of industrial parks along the border, such as Hekou, Mohan and Ruili, and focusing on the industrial planning of the park, we will actively undertake labor-intensive industries and enhance the ability of ports and border areas to absorb labor from surrounding areas. Increase the implementation of the policy of "local employment nearby" at ports and border areas, and enterprises that have absorbed people who have been registered unemployed for more than half a year in their own state and city, signed labor contracts with a term of more than one year, and have been stably employed for more than six months (inclusive) can enjoy a one-time employment subsidy of 20% on the basis of the existing policy; Support enterprises in ports and border areas to carry out practical vocational ability improvement training on their own. For college graduates who are engaged in cross-border e-commerce entrepreneurship at ports and border areas, priority is given to entering the government-sponsored business incubator free of charge, and entrepreneurial services such as free online entrepreneurship training, entrepreneurial guarantee loan support, entrepreneurial tutor assistance, and entrepreneurial reward and subsidy policies are provided.(Provincial Development and Reform Commission, Provincial Department of Commerce, Provincial Department of Human Resources and Social Security, Provincial Department of Finance, etc. are responsible for the division of responsibilities)
(four) the implementation of tax relief policy. We will continue to implement policies such as reduction and exemption of small-scale taxpayers of value-added tax, reduction of "six taxes and two fees" for small and micro enterprises, income tax concessions for small and low-profit enterprises and individual industrial and commercial households, and pre-tax deduction of research and development expenses. We will implement the preferential tax and fee policies for key groups’ employment and entrepreneurship issued by the state and our province. For enterprises that employ key groups and meet the requirements after verification by the human resources and social security departments at or above the county level, the value-added tax, urban maintenance and construction tax, education surcharge, local education surcharge and enterprise income tax will be deducted in turn according to the actual number of employees per year within three years (36 months). (5) Increase vocational skills training. Focusing on the development needs of 12 key industries in our province, we will actively promote all kinds of universities, vocational colleges (including technical colleges), vocational training institutions and qualified enterprises to carry out skills training for key industries and urgently needed occupations (jobs). In-depth implementation of the "Skills Yunnan" campaign will provide skills training for college graduates with training needs in emerging industries, intelligent manufacturing, intelligent construction and modern service industries, and carry out training for new businesses and new employment groups to enhance their employment and entrepreneurship. Continue to cultivate rural e-commerce talents, make use of existing e-commerce resources, carry out professional training in brand design, marketing and e-commerce application, and cultivate a group of practical talents for online sales of agricultural products. Make full use of employment subsidy funds, unemployment insurance funds, special account funds for vocational skills upgrading actions, education funds for enterprise employees and other funds to carry out training, and give vocational training subsidies in accordance with regulations. Employees of enterprises who have participated in unemployment insurance for more than one year and those who receive unemployment insurance benefits may apply for unemployment insurance skills upgrading subsidies in accordance with regulations. The same insured person can only apply for and enjoy a skill upgrading subsidy at the same level of the same occupation (type of work) within one year, and may not enjoy the vocational training subsidy supported by the special account funds for vocational skill upgrading and employment subsidy funds repeatedly. (six) continue to implement the policy of returning unemployment insurance. Before the end of 2022, the unemployment insurance premium has been paid in full for more than 12 months, and the current payment is in a normal state. In 2022, no layoffs or layoffs are not higher than the control target of the national urban survey unemployment rate of 5.5%, and the layoffs of insured enterprises with less than 30 employees (inclusive) are not higher than 20% of the total number of insured employees, so they can apply for unemployment insurance to be returned. Large enterprises shall return 30% of the unemployment insurance premium actually paid by enterprises and their employees in 2022; Small and medium-sized enterprises, social organizations, foundations, social service agencies, law firms, accounting firms, and individual industrial and commercial households insured in the form of units will be refunded according to 60% of the actual unemployment insurance premium paid in 2022. The returned funds are used for living allowance for employees, payment of social insurance premiums, job transfer training, skills upgrading training and other related expenses. (7) Give play to the role of human resources industry in promoting employment. Actively organize enterprises in the human resources industry to participate in various recruitment activities, especially in view of the employment needs of labor-intensive industries in ports and border areas, and guide various human resources service institutions to give full play to their professional advantages to provide employment services. All localities can purchase basic employment and entrepreneurship services such as job demand analysis and odd job demand docking from human resources service enterprises in light of the actual situation. Guide key industries and key enterprises to reduce the labor cost of enterprises by carrying out labor cooperation and human resource outsourcing services.(The Provincial Department of Human Resources and Social Security, the Provincial Department of Finance, and the people’s governments at the state and municipal levels are responsible for the division of responsibilities)
Second, increase financial support to promote job stability and job expansion.
(8) Encourage financial institutions to increase the supply of credit for stabilizing posts and expanding posts. Support financial institutions to optimize the loan approval process, reasonably determine the loan amount, increase credit loans and other support under the premise of legal compliance and risk control, and provide credit support for qualified small and micro enterprises. Focus on supporting the real economy, small and micro enterprises and individual industrial and commercial households registered in our province with a large number of employees, good job stability and standardized employment, especially enterprises in industries such as pension, childcare, housekeeping, catering and take-away distribution, enterprises with stable jobs and high supply problems, and small and micro enterprises and individual industrial and commercial households with a large number of college graduates, retired soldiers, returnees, registered unemployed people and people with employment difficulties in urban and rural areas.(Kunming Central Branch of China People’s Bank, Provincial Department of Human Resources and Social Security, Provincial Local Financial Supervision Bureau, etc. are responsible according to the division of responsibilities)
(nine) the implementation of business guarantee loans and discount policies. Accelerate the implementation of the policy of business guarantee loans and promote online application for business guarantee loans. Continue to support key groups and small and micro enterprises that absorb the employment of key groups to apply for business guarantee loans. Simplify the guarantee procedures, improve the efficiency of the guarantee fund, and cancel the counter-guarantee requirements in principle for individual entrepreneurial guarantee loans with a focus group of less than 200,000 yuan, and enjoy financial interest subsidies in accordance with regulations. Improve the risk sharing mechanism and the write-off mechanism for bad debts. Business guarantee loan borrowers encounter temporary difficulties due to natural disasters and serious emergencies, they can apply for an extension of repayment, and the period shall not exceed one year in principle. Third, broaden employment channels and promote the employment and entrepreneurship of young people such as college graduates.
(ten) to tap the post resources of the public sector. Excavate the stock of party and government organs and institutions, coordinate natural attrition, increase the strength of recruitment, and reasonably determine the recruitment (employment) time. Appropriately expand the recruitment scale of grassroots service projects such as the "three supports and one support" plan. Expand the scale of college students’ voluntary service in the western region year by year and double it in three years. (eleven) to stabilize the recruitment scale of state-owned enterprises. For state-owned enterprises whose total wages determined according to the wage-benefit linkage mechanism are difficult to meet the needs of expanding the recruitment of college graduates, with the consent of the institutions that perform the responsibilities of investors or other competent departments of enterprises, the number of college graduates recruited by enterprises, attrition and the salary level of existing employees can be considered as a whole, and in 2023, a one-time increase in personnel and capital can be given, and the nuclear increase will be included in the total wages as the budget base of the total wages for the next year.(The Provincial Department of Human Resources and Social Security, the Provincial Department of Finance, in conjunction with the institutions that perform the responsibilities of investors and other competent departments of enterprises, are responsible for the division of responsibilities)
(12) Increase market-oriented jobs. Business entities and social organizations (including social organizations, foundations, social service agencies, law firms, accounting firms, etc.) recruit unemployed college graduates and registered unemployed youth aged 16-24 in the graduation year or two years after leaving school, sign labor contracts for more than one year, and give the employer a one-time employment subsidy according to the standard of 2,000 yuan per person. (thirteen) to support young entrepreneurs such as college graduates. For college graduates who return to their hometowns to start businesses as e-commerce, they are eligible to give free online entrepreneurship training, entrepreneurship guarantee loans, employment subsidies, one-time entrepreneurship subsidies and other policy support; Support colleges and universities to set up "Campus Entrepreneurship Incubation Park" to provide venues, project guidance, entrepreneurship training and other support for college students’ entrepreneurship.(The Provincial Department of Human Resources and Social Security, the Provincial Department of Education, the Provincial Department of Finance and the Communist Youth League Committee are responsible for the division of responsibilities)
(fourteen) to guide college graduates to serve the rural revitalization. For college graduates who are employed in grassroots units in hard and remote areas of our province, border counties and cities below, policies such as tuition compensation, national student loan compensation and high salary will be implemented in accordance with the regulations, and those who are recruited as staff members of public institutions can be graded in advance in accordance with the regulations. (fifteen) the implementation of the 2023 employment trainee million post recruitment plan. Extensively mobilize all kinds of enterprises, institutions and social organizations, raise more than 20,000 public employment trainee positions, and organize more than 15,000 trainees. For units that recruit unemployed college graduates and secondary vocational graduates who have left school for two years and registered unemployed young people aged 16-24 to participate in employment internships, the provincial level will give employment internship subsidies according to the standard of 1,500 yuan per person per month, which will be used to pay the basic living expenses of the trainees during their internship, handle personal accident insurance, and guide and manage the trainees. The probation period retention rate reached more than 50% of the units, the probation subsidy standard per person per month to increase the 500 yuan. Fourth, strengthen employment assistance and secure the bottom line of people’s livelihood.
(sixteen) accurately help people with employment difficulties. Smooth the channels for the unemployed to seek help, and improve the linkage mechanism of unemployment registration, vocational guidance, skills training, job recommendation and living security. Timely include people with employment difficulties in the scope of assistance, implement accurate classified assistance, study and formulate personalized assistance programs, and provide refined assistance of "one person, one file" and "one person, one policy". Improve the real-name information database of people with employment difficulties, realize clear base, clear employment status, clear skill level and clear service needs, explore the establishment of a dynamic management mechanism for people with employment difficulties, and reasonably determine the criteria for identifying people with employment difficulties. (seventeen) to ensure the basic livelihood of the people in need. To meet the requirements of the unemployed, do a good job in unemployment insurance, payment of basic medical insurance premiums for employees (including maternity insurance premiums) and other routine subsistence allowances. Incorporate eligible unemployed people and their families with living difficulties into the scope of social assistance to ensure basic living. Five, optimize the service mechanism, improve service level.

(nineteen) continue to optimize the handling process. Strengthen the application of information technology in public services, simplify the bidding process, and actively implement "direct subsidy and quick handling". (twenty) improve the public service system for employment and entrepreneurship. Accelerate the construction and application of employment informatization, build a centralized employment information resource database and employment integration information platform in the whole province, and realize the whole process into the system, the whole business in real-name registration system and the whole service on the platform. Education, industry and information technology, market supervision and other departments carry out data sharing with human resources and social security departments to realize dynamic monitoring and management of employment. Governments at all levels should earnestly fulfill their main responsibilities of stabilizing employment, promoting development and benefiting people’s livelihood. Relevant departments directly under the provincial government should improve relevant supporting policies, refine specific measures, strengthen horizontal linkage, and form joint efforts. The county-level government should establish a leading mechanism for employment led by the responsible comrades in charge of the government and formulate specific implementation plans. Governments at all levels should make overall plans to do a good job in stabilizing local employment and coping with large-scale unemployment risks to ensure the overall stability of the employment situation. At the same time, it is necessary to strengthen publicity and interpretation, widely promote the stable employment policy into enterprises, parks, campuses and communities (villages), innovate policy propaganda methods, and improve policy awareness. It is necessary to strengthen the financial guarantee, increase the overall planning of employment subsidy funds and industrial development funds, actively adjust the expenditure structure, optimize the investment of funds, and focus on ensuring stable employment expenditure.
